Spraying light bulbs in black hairspray wouldn't really have the effect you're after because hairspray is designed to be applied as a thin layer, and not clump. Therefore this would not really represent a significant barrier for incandescent light.
You're much better off creating box lanterns out of coat hangers and black tissue paper; people will admire your Blue Peter-esque skills, and you will get the dark light you wanted without setting fire to your home, or making it smell like a cheap hair salon.
